Richard Hopper, Director of Human Resources, is a graduate of Villanova University’s Human Resource Development graduate program with a graduate certificate as a Human Resource Business Partner. He is certified by the Society for Human Resources Management as a Certified Professional.
Hopper grew up in the Taylor area and graduated from Romulus High School. He currently resides Downriver with his wife and two boys.
Hopper began working for the City of Taylor in 1995 serving in many police related roles up to the rank of Deputy Chief of Police. His duties included: hiring, training, workforce development, strategic workforce planning, liaison for civil litigation, policy writing, and many other administrative tasks. He also has experience working for the Michigan Commission on Law Enforcement Standards as a Human Resource Developer where he was in charge of all the training curriculums for all the police officer in the State of Michigan.
Hopper's goal is to provide the highest level of customer service for our employees and citizens while providing a high level progressive Human Resources Administration.
